Engine Rebuild?        

My 07 250 is down some in power. Ran a compression test after running the bike for about ten minutes. The readings were 125 and 130 on each cylinder. I put about half a bottle cap of oil in each cylinder and they jumped to 180 and 185 psi. The bike uses no measurable oil between 3,000 mile oil changes even at high rpm extended highway miles. It is having trouble some trouble pulling hills in top gear and just lacks its old punch. It will still pull into the red on a flat given enough distance. The exhaust (Muzzy) is much louder than it used to be even after repacking it twice. My gut tells me it is the valves but the compression test would indicate otherwise. Any ideas?

One other note, the bike has in excess of 40,000 miles on it.
