Valve adjustment problem        

This is on my old '86 EX250.
I thought it would be a good idea to set the gaps near the upper limit - I was thinking of 0.12mm for the intake, 0.15 for the exhaust. The gap on the L intake is currently about 0.08 - pretty tight on the feeler gauge. The feeler will not go under the R intake cam. The problem is that the L adjustment screw will not screw out, it seems to be at its limit. The R screw I can shift slightly before it stops, enough to get the feeler under, but very tight.

Does this mean that the engine really needs a top-end job - new valves, maybe new seats?
