In California, for example, motorcyclists can only wear non-custom, disposable earplugs. It has actually been proposed that even these be banned in CA. I'm almost certain any headphones are illegal.
Be sure to check laws in your state.
Other than that, I personally wouldn't feel safe blocking all outside noise while I ride. It's one thing to have speakers on your bike or in your helmet, or earplugs to block out wind noise, but something blocking your hearing is something different. Whatever you decide, make sure it doesn't limit your ability to identify threats and react to them.
