250 ninja

I'm considering buying a 2001 ninja 250. the guy is asking 800 but he had it put up for the winter but left fuel in the lines. now the bike won't start. If you give it gas it will start to turn over but won't idle. We cleaned out the carborators and nothing changed. Do you think this would be a quick fix or should I just look elsewhere.
