I'm so predictable...

And, obviously, the blue one needs less work. It also looks like it's closer to Stock, and getting on the track for the first time you want as close to stock as possible. Then, as you find limitations, you slowly make changes. The other (rusted) bike looks to have a Ton of cheaply done changes, I'm sure they could be un-done, but would you rather be working on a bike, or riding?
