I found that the wind gusts will turn the front wheel away from the wind which automatically steers me into the wind if I relax enough on the bars to let the bike do its thing. I look at trucks, roadside foliage, and flags ahead to get some warning on particularly strong gusts as well. In moderate traffic you can hide in the lee side pocket of a large truck sometimes, though that has its own risks if the wind is strong enough to blow the truck over into you.
