Personally I would use something like liquid wrench, PB Blast etc..... And scrub and elbow grease.
Afterwards apply chain lubricant, like DuPont Chain saver or whatever chain specific lube you use, and remember the chain should be lubed about every 400 miles or so.

WD-40 is not a lubricant.
