This particular accident happened quite a while ago...        

The video was looked at and discussed in depth on every motorcycling forum.

The verdict (from the frame-by-frame analysis) was that the rider interrupted his counter steer when he was startled by the truck. If he'd stayed committed to the counter steer the bike would have continued tracking correctly through the turn.

Interrupting the counter steer caused the bike to "stand up" mid turn which is what allowed the bike's momentum to carry it outward into the truck's path.
