I think there may be something assembled incorrectly. Are the "collars" or Needle Jets installed? Because it starts without choke, it sounds like it may be getting too much fuel. Are the diaphragms in good shape and installed correctly? Did you remove the idle mixture screws and check the passages and o-rings? They can break and get lodged. The idle mixture screws should be set to 2.5 turns out as a starting point.

Once running I would sync the carbs and adjust the idle speed.
