rev-hang means too lean mixture, which means air leak somewhere...        

If the carbs are clean, correctly adjusted and functioning properly but you're still getting rev-hang it means that extra air is somehow being admitted into the cylinders.

When the throttle plates are closed, when you're letting the bike go back down to idle engine speed, this is when the engine will be generating the most vacuum-pull against the carbs and against the connector-boots that link the carbs to the cylinder head. Something like a loose carb boot connection or installing the carb boots backwards (they have marking on them that tell you which end is for the engine side and which end is for the carb side).
