Top speed is the LAST thing you should be worrying about as a new rider at your age. Take the MSF safety class before you do anything. However, the 250 Ninja is far superior to the Rebel 250 in all aspects of performance. My wife had a Rebel for a while. I had it reading 77 mph (probably high by 5+ mph) once, but it was about tapped out. Goofy cruiser steering angle, stupid forward controls, bleah. Reliable engine though. No more than the Ninja 250.
