Carb tuning with Pods        

2003 Bike with around 20K miles.

I've decided to get back to riding my bike after it's been sitting on and off a few years. I had put K&N Pods on a while back and never really got the tuning correct. After cleaning the carbs I put in a keihin 108 main jet and added a single #4 washer under the needles. At wide open throttle it seems to run great. Mid range was still a bit jerky. The big problem was that at idle it was so rich the plugs were fouling.

Now to eliminate any of my misinterpretations of the fuel mixture, I built a test pipe with a wideband O2 sensor that went between the manifold and the muffler. This confirmed I was seeing <9>17 but this time I was able to adjust the screw and bring the AF down to 13 or so. Now the bike idles and revs nicely but I'm still seeing some hesitation around 5-7K.

Any ideas? I considered that maybe the washer was hanging up on something and the needle wasn't fully seating. I also wonder if the spring that seats the vacuum diaphragm is weak.
