Ex250 won't run, backfires hard

I have been troubleshooting this engine for quite a while now. Its history is mostly unknown, but I know that it hasn't been run in a long time. I have spark, compression, and have just been trying to start it up with a little starter fluid, but it won't even rumble for a second. I'm getting some very violent backfires every once and a while that I don't really know what is causing. I've gone through most of the troubleshooting on this site, just looking for a bit of extra help on this frustrating engine. Any help is appreciated, and I'm glad to give more info/pictures if needed. Thanks.
