Cold start issues...        

Hi everyone. Before I say anything about the troubles ive been having with my bike I just wanted to say how much I appreciate this resource! It's been a life saver as a new rider/amateur mechanic.

I have a 1998 Ninja 250 and ever since I got the bike it has had issues on cold starts. I've done a lot of digging online and posted on other forums but to no avail. Hoping the experts on this forum can help me out...

The process goes like this. i turn on my bike with choke fully on. it starts up just fine and idles around 3-4k for about 30 seconds. after that the idle starts to drop and it will completely die if i don’t feather the throttle to keep it running. i feather the throttle for about 60-90 seconds to keep it running, after that it will generally settle back around 4-5k with choke still fully on. then it will take, i wanna say, around 6-8 minutes while slowly turning the choke down and allowing the bike to warm up before it will settle at the idle i have set. then i can ride off, runs and drives real smooth, however engine will sometimes drop in revs and die when i come to a stop light.

i’m looking for some next steps i can take to try to take that time way down, plus that little feathering the throttle situation at the start. from what i've seen this is not normal for a healthy ninja. This is the work I've done on the bike so far and has not helped the problem:
- Cleaned and synced carbs, replaced gaskets, float needles, and mixture screws. Mixture screws are set to around 3.5 - 4 turns out. I had been struggling with a hanging idle and syncing/tuning the mixture screws seemed to fix that problem.
- Checked the air filter. Fairly clean, no problem there
- Checked/regapped my spark plugs before I cleaned the carb, they looked in decent shape but I've attached some photos anyways. Maybe I should check them again now that the carb has been cleaned and retuned?

Hopefully some of you will have some insight and some things for me to try. Thanks a lot for all your help!
